I’m from Thailand and stay in Sweden now. I’m planing to open a tour operator type business in Sweden. Do I need a licence and in case where can I go to find more info?

You need a working permit as usual but there´s no formal requirements for a licence as a guide in Sweden. However, would you plan to sell your tours yourself directly to private consumers, instead of through an established travel agency, there are laws, regulations and praxis to follow. Like “General terms and conditions for package tours”
by Konsumentverket (the Swedish Consumer Agency), see http://www.konsumentverket.se. Also, the Swedish “travel package law” (paketreselagen) and “travel guarantee law” (resegarantilagen) are applicable.
